England was commenting on HB 954, a measure that would prohibit abortions after 20 weeks of pregnancy, when he brought up farm animals. He's saying that in our laws and courts we seem to value animal life more than humans sometimes. I've read news reports of harsh court sentences for abuse of animals. Then I've read of leniency toward repeat child abuse offenders.
