Winder Council to Vote on Annexations of Approximately 80 Acres off 316

The properties include Athens Regional First Care and the Gateway Station development off Exchange Boulevard, which runs parallel to Ga. Highway 316.

Winder City Council members are set to vote on five annexation and rezoning requests during tonight's business meeting. 

The properties include the site currently under construction that will be known as Gateway Station, as well as Athens Regional First Care, an urgent health care facility. These properties are located along Exchange Boulevard, which runs parallel to Ga. Highway 316 in front of Gateway Cinemas 12 in Bethlehem. 

Two additional properties along Punkin Junction Road will be considered for annexation and rezoning. The following is information on each property provided by the city of Winder.

  • An annexation/rezone request submitted by applicants and owners, Robert and Judy Loftin for +/- 2.55 acres located at 305 Punkin Junction Road also known as Parcel # XX072-053. The request is for annexing and rezoning from the current Barrow County AG (Agricultural) Zone to City of Winder A-1 (Agricultural) Zone.
  • An annexation/rezone request submitted by applicants and owners, Richard D. and Kathleen M. Cole for +/- 3.02 acres located on Punkin Junction Road +/- 831 feet east from the intersection of Carter Hill Church Road and Punkin Junction Road also known as Parcel # XX072A-004. The request is for annexing and rezoning from the current Barrow County AR (Agricultural Residential) Zone to City of Winder A-1 (Agricultural) Zone.
  • An annexation / rezone request submitted by applicant and owner, Akins, Maynard & Bartlett, LLP for +/- 58.46 acres located on Exchange Boulevard +/- 2432 feet east of the Loganville Highway/Exchange Boulevard intersection also known as Parcel # XX074-041A. The request is for annexing and rezoning from the current Barrow County C-3 (Commercial) Zone to City of Winder B-2 (General Commercial) Zone.
  • An annexation / rezone request submitted by applicant and owner, Combs & Bartlett 3, LLC for +/- 4.27 acres located on Exchange Boulevard +/- 3714 feet east of the Loganville Highway / Exchange Boulevard intersection also known as Parcel # XX074- 41D. The request is for annexing and rezoning from the current Barrow County C-3 (Commercial) Zone to City of Winder B-2 (General Commercial) Zone.
  • An annexation / rezone request submitted by applicant and owner, Athens Regional Health Resources for +/- 10.92 acres located at 340 Exchange Boulevard also known as Parcel # XX074-041B. The request is for annexing and rezoning from the current Barrow County C-3 (Commercial) Zone to City of Winder B-2 (General Commercial) Zone.

These requests for annexation and rezoning are part of the city's plans to extend its city limits to 316. In September, Winder City Administrator Donald Toms outlined the city's reasons for seeking to expand its boundaries. The Bethlehem Town Council has also discussed annexation in the past couple months.
