1. Submittal Resolution for the five-year Short Term Work Program (STWP)  prepared in accordance with the Minimum Planning Standards and Procedures for Local Comprehensive Planning established by the Georgia Planning Act of 1989.  The STWP 2013 - 2017 is submitted to the Northeast Georgia Regional Commission and Georgia Department of Community Affairs for Regional review.

2. W-8-13 Retirement Amendment Ordinance First, Reading:  City of Winder Georgia Municipal Employees Benefit System (GMEBS) Defined Benefit Retirement Plan changes to 1. Eliminate The Offset For Elected Officials Who Are Currently Receiving In-service Distribution Of Retirement Benefits 2. Permit eligible regular employees to purchase up to five (5) years of service credit under the plan

3. W-9-13 Amendment to Ordinance Aiding in Escape and Weapons, First Reading: The proposed amended ordinance will delete in their entirety section 16-9, making it a City offense to assist any person in escaping from the City Jail and section 16-20, making it an offense to generally carry weapons.

4. Consultant Contract: It is recommended that the City enter into a short term contract with Denis Griffiths and Associates, Inc for advice and recommendations on future operations and the transition of the Chimneys Golf Course.  The recommendation is not to exceed $10,600 in services.

5. Bid Documents for general construction services for the vacant lot located at 83 East Candler Street.  The project is scheduled to begin after the Jug Tavern Festival on or about September 17, 2013.  The Planning Department has verified the references for Zaveri Enterprises Inc. and is recommending them for the project with a bid of $31,863.00.

6. Church Street Waterline Replacement Project: Awarding the contract to Po Boys Plumbing in the amount of $169,215.00 for the replacement of the water infrastructure on Church Street. Staff is also asking for a total project budget of $186,136.50 which includes a 10% contingency for change orders during construction for any unforeseen circumstances.

7. Bankhead Highway 12" Watermain Extension: Awarding the labor only contract to Contour Grading in the amount of $8,521.75 for the installation of the new 12" waterline on Bankhead Highway to serve Scheutz Container. Staff is asking for a total project budget of $9,373.93 which includes a 10% contingency for change orders during construction for any unforeseen circumstances.

8. Surplus Equipment: 2011 TowPro Trailer, 2010 Goosen Straw Blower. See the attached Surplus Declaration Request Form and letter from Geico Insurance Company. This equipment will be sold on www.Govdeals.com

9. Stormwater Engineer Design Work: A request to authorize the Mayor to enter into a Contract with ESG to design various engineering stormwater plans for construction and bid, not to exceed $25,000.

10. Proposed Fee Change for Solid Waste: It is requested to enhance yard debris collections and provide other services, an increase will be added to go into effect on September 1, 2013 in the amount of $1.00 per cart.

11. Mobile License Plate Reader: A request to purchase a mobile license plate reader for the police department.  This item was discussed at the July 25th Public Safety Committee Meeting and recommended to be brought before the Council for action.  The cost of the system is $18,645 from 3M out of Knoxville TN.

12. Police Department Surplus Equipment: Police Department requests to surplus several items which includes portable radios and unused duty gear. See the attached surplus Declaration Request Form and list of items. Five of the radios will be donated to Fort Yargo. The remaining items will be destroyed due to age; a buyer could not be found.

13. Police Department Vehicle Purchase: A request to purchase two (2) Chevy Tahoes on state contract for $27,323 each.   An additional $13,000 is requested per vehicle for equipment.  The total cost is $80,646 for the two (2) vehicles. This item was discussed at the July 25th Public Safety Committee Meeting and recommended to be brought before the Council for action.

14. Fire Department Vehicle Purchase: A request to purchase through State Contract a new Chevy Tahoe 4x4 with the public safety package.  This vehicle will  be ordered in Red which is an extra charge option.  The total request for the vehicle will not exceed $32,000.  This item was discussed at the July 25th Public Safety Committee Meeting and recommended to be brought before the Council for action.

15. Opportunity Zone Map: Local governments which undertake redevelopment and revitalization efforts in certain older commercial and industrial areas can now qualify those areas for the State’s maximum job tax credit of $3,500 per job.  The incentive, which is available for new or existing businesses that create two or more jobs, is a Job Tax Credit which can be taken against the business’s Georgia income tax liability and payroll withholding tax.  The credit is available for areas designated by the Department of Community Affairs as an “Opportunity Zone”.   The Downtown Development Authority is recommending the approval of the attached opportunity zone map to meet the DCA requirements.

16. DDA Fire Line Tap Incentive Program: Property owners located within the DDA boundaries  will be eligible to receive up to a $5,000 credit in the cost of the City’s tap fee for a fire line.  All applicants must be approved by the DDA in order to be eligible for the incentive program.  This program will be valid for twenty-four (24) months.

17. High School Football Contract: Request to approve the 2013 local high school football schedule.  A total of 11 games will be shown with the City of Winder noted as a sponsor.  The cost of filming is $600 per game and an additional $100 per game for play by play coverage.  The requested total is $7,700.  Play by Play coverage will be provided by HTG and video by digital creations 4 U.

18. Pawnbroker License for Southeast Pawn LLC located at 138 West Athens Street Suites G and H.  This is a change in ownership of the existing pawn shop at this location.

19. Alcoholic Beverage License for Beer and Wine by the package for applicant, Basheer Ali Bhaidani, K R & R LLC doing business as Red Rabbit 2 located at 830 Loganville Highway.  This business was previously licensed in Barrow County and the property has been annexed into the City of Winder.

20. Alcoholic Beverage License for Beer, Wine and Liquor by the package for Sanjiv Patel, Turtle Creek Wine and Spirits at the Gateway LLC doing business as Turtle Creek Wine and Spirits located at 276 Exchange Boulevard.  This is a new liquor store location.

21. Alcoholic Beverage License for Beer, Wine and Liquor by the drink and Caterer's License for Jose Jesus Alferes Madrigal, EJ Panchos Mexican Grill LLC, LLC doing business as Panchos Mexican Grill at 656 Exchange Circle Suite 600.  This is a new alcohol license for a restaurant.

22. An Event Permit for the Spirits of Jug Tavern Tour sponsored by the Barrow Preservation Society on October 25 and 26, 2013 from 5:00 p.m. until 8:00 p.m. at Rose Hill Cemetery.  Barrow Preservation Society has also requested that they be allowed a banner for the event that would be on West Candler Street near the entrance to the cemetery.  It would be installed on October 24, 2013 and be removed on October 27, 2013.

23. Event Permit for Come Alive Ministries of Barrow County for the National Life Chain on Sunday, October 6, 2013 from 2:00 p.m. to 3:00 p.m.  Participants will be standing on the sidewalk along May Street.

24. A rezone request submitted by applicant, Douglas Mitchell and owner, SCBT dba CBT a division of SCBT for +/- 0.60 acres located at 41 West Candler Street also known as parcel # WN12-261.  The request is for rezoning from the current R-1 (Single Family Low Density Residential) Zone to B-2 (General Commercial) Zone.

25. A Conditional Use request submitted by applicant, Kingdom Kids Learning Center and owner, TAS Commercial LLC for the approval of a daycare facility to be located at 117 West Candler Street.  The property is currently zoned B-1 (Neighborhood Commercial) Zone.
