Winder Council Approves Proposed Budget and New Sign Regulations

The council voted on several items during Tuesday's meeting.

The Winder City Council has voted to approve its proposed 2012-13 budget and new regulations for signs within the city limits. 

These following are voting items on which the council acted during its Tuesday, June 5, meeting. 

1. Elect a Budget Officer: City Staff is recommending that the Council appoint City Administrator Don Toms to serve as Budget Officer for the 2012/2013 budget year. APPROVED UNANIMOUSLY

2. Adopt a Legal Level of Budget Control: The departmental level of activity in each fund. APPROVED UNANIMOUSLY

3. Property Tax Roll Back: The property tax rate is hereby set at 4.8547 mills for the budget period, but is rolled back to zero due to the proceeds of the local option sales tax. APPROVED UNANIMOUSLY

4. Adopt by Resolution R-08-12 APPROVED UNANIMOUSLY

5. Proposed Amendments to the City of Winder Code of Ordinances, Comprehensive Zoning Ordinances, Article XXIII: Sign Regulations Page 1 of 2. APPROVED UNANIMOUSLY

6. Proclamations: APPROVED UNANIMOUSLY

  • Proclaiming July 8, 2012, as the 150th anniversary of the Bush Chapel AMC Zion Church.
  • Proclaiming June 16,2012, as Glenwood Barrow County High School Alumni Day.

7. Juneteenth Festival Event Permit: The Northeast Georgia Black Leadership Council will hold its first Northeast Georgia festival celebrating the end of slavery in the United States on June 23, 2012, during the hours of 10:00am until 5:00pm at the Winder Picnic Pavilion. Staff is asking the Council to approve the permit contingent on securing insurance prior to the event. APPROVED UNANIMOUSLY

8. Glenwood Barrow County High School Alumni Association, Inc. Event Permit: The event will take place at the on Saturday, June 16, 2012, during the hours of 10:00am until 1:00pm. Road closure required: Closing of Wood Avenue from corner of King to Williams Street. APPROVED UNANIMOUSLY

9. Pawnbroker license for located at 291 North Broad Street, applicant is Eric Spangler. This is a second pawn shop location for Mr. Spangler. ISSUE DIED WITH NO MOTION TO APPROVE OR DENY 

10. by applicant and owner, Don L. Wade for +/- 0.19 acres located at 29 North Beulah Street. The request is for rezoning from the current B-1 (Neighborhood Commercial) Zone to I (Industrial) Zone. This request was unanimously recommended for approval by the Planning Board on May 15,2012. DENIED UNANIMOUSLY
