GBI Asked to Investigate Alleged Cover-up by Former Winder Employee

The Barrow Journal reports the city administrator had asked the police chief to investigate the actions of the former utility billing director.

Citing potential conflicts of interest from long-standing relationships inside or outside the city government, Winder Police Chief Dennis Dorsey has asked the Georgia Bureau of Investigation to look into an alleged cover-up of billing mistakes by the city’s former utility billing director, according to a story posted by the . 

The newspaper reports allegations against Dawn Reidling, whose employment was terminated in April, are that she had attempted to cover up billing lapses by directing city employees to “get rid of” functional water meters and to replace them with new meters so that “the readings would start at 0.”

The Journal also reports that in addition to other errors, oversights and alleged malfeasance, a report alleges Reidling personally adjusted her brother's utility account to reverse three late charges and a disconnect fee and adjusted the account of a “close friend” to give the friend more time to pay more than $800 in overdue charges.
