Commissioners Vote to Abolish Recreation Board, Make Plans to Move Forward in Hiring HR Director

A recap of the Aug. 9 meeting of the Barrow County Board of Commissioners.

  • Who met: Barrow County Board of Commissioners
  • Date: Tuesday, Aug. 9, 2011
  • Location: County administrative annex
  • Who was present: Commission Chairman Daniel Yearwood, District 1 Commissioner Larry Joe Wilburn, District 2 Commissioner Eva Elder, District 3 Commissioner Steve Worley, District 4 Commissioner Isaiah Berry, District 5 Commissioner Billy Parks and District 6 Commissioner Ben Hendrix, county clerk Michelle Sims
  • Agenda items:
  1. Commissioners approved leisure services director Kurt Cooper’s request to abolish the department’s board of directors in favor of a booster board.
“We’ve just had really no participation on the board level and as time went on we tried to figure out, well, what can we do to get these people involved but maybe in a different group?” Cooper told commissioners.
He hopes a booster board made up of four members will garner more participation as the 10-member board of directors had not met in the past two years.
Commissioners voted unanimously to abolish the board of directors in favor of a booster board.
Commissioners also voted unanimously to allow Cooper to begin soliciting sign sponsorships from local businesses.
  2. Commissioner Larry Joe Wilburn made a recommendation during Tuesday’s meeting that the board move forward with hiring a director of human resources.
“We’ve been several months without an HR director,” he said. “If we had a good HR director it could cut some of our law expenses down.”
Wilburn recommended the board move forward with posting the job and setting up a committee to review candidates’ qualifications.
Yearwood said he would begin putting a committee together immediately.
  3. Commissioners unanimously approved an agreement with the low bidder for a water main relocation project that extends the bid amount for 60 days. The extension was agreed upon by the low bidder Strickland and Sons after the Georgia Department of Transportation pushed the project start date back five months to Oct. 21.
“What were trying to is trying to avoid is going back in and rebidding this thing again,” Myron Garrett, director of the county’s water department, told commissioners.
