Carl Town Council Discusses Handling of Permits, Adopts Solid Waste Management Plan

The town currently defers to Barrow County for the handling and approval of applications for permits and variances but is considering taking that on in house.

The Carl Town Council discussed the handling of variances and permits at their monthly meeting Thursday night.

Carl currently defers to Barrow County for the handling and approval of applications for permits and variances. Under the agreement, Barrow County must follow Carl's unified development code.

As it stands now, Barrow County is not notifying the town of applications or issuances.

"I thought the county was obligated to let us know," Mayor Dave Brock said. "If the county's not going to be our representative in these things, then we need to bring it back in house."

Council member Truman Phillips expressed concern that Carl does not have the resources to handle these matters.

"We just don't have the people qualified to do that," he said.

The mayor and council decided to set up a meeting with Barrow County officials to discuss the matter before any further action is taken.

The council also discussed an application for a variance to an Atlanta Highway property that would give the applicant permission to reside in a travel trailer.

A public hearing was held prior to Thursday night's meeting in which it was discovered that a variance sign had not been properly displayed. The council took no action on the matter and will defer to Barrow County in the handling of the variance application.

In addition, the council voted unanimously to adopt an update to the Northeast Regional Solid Waste Management Plan 2009 Short Term Work Program. This maintains Carl's compliance with state standards.

The Carl Town Council will meet again at 7:30 p.m. April 21.
