Additional Properties Along Exchange Boulevard to Become Part of Winder

The city continues its expansion to Ga. Highway 316.

Members of the Winder City Council voted Tuesday, Jan. 8, to annex several properties into the city limits, including five along Exchange Boulevard. 

Exchange Boulevard, a roadway that runs parallel to Ga. Highway 316, includes the future site of Gateway Station, a 14,000-square-foot development currently under construction.

The following are descriptions of each of the properties along Exchange Boulevard, and all were approved for annexation and rezoning by council members:

  • An annexation / rezone request submitted by applicant and owner, Akins, Maynard & Bartlett, LLP, P.O. Box 225, Winder, Georgia 30680 has filed a petition for annexation/rezone with the City of Winder for +/- 3.63 acres located on Exchange Boulevard +/- 660 feet east of the Loganville Highway/ Exchange Boulevard intersection also known as parcel # XX074-042B. The request is for annexing/rezoning from the current Barrow County C-3 (Commercial) Zone to the City of Winder B-2 (General Commercial) Zone.
  • An annexation / rezone request submitted by applicant and owner, K & J Properties, LLC, 4411 Paces Battle NW, Atlanta, Georgia 30322 has filed a petition for annexation/rezone with the City of Winder for +/- 1.044 acres (2 tracts of land) located on Exchange Boulevard +/- 470 feet east of the Loganville Highway/ Exchange Boulevard intersection also known as parcel #’s XX072-014B and XX074-042C. The request is for annexing/rezoning both parcels from the current Barrow County C-3 (Commercial) Zone to the City of Winder B-2 (General Commercial) Zone.
  • An annexation / rezone request submitted by applicant and owner, Nutan Patel, 1203 Oconee Springs Drive, Statham, Georgia 30666 has filed a petition for annexation/rezone with the City of Winder for +/- 0.95 acres located on Exchange Boulevard +/-280 feet east of the Loganville Highway/ Exchange Boulevard intersection also known as parcel # XX072-014A. The request is for annexing/rezoning from the current Barrow County C-3 (Commercial) Zone to the City of Winder B-2 (General Commercial) Zone.
  • An annexation / rezone request submitted by applicant and owner, Evelyn and Frank Gordy, LP, 3330 Cumberland Boulevard, T-40, Atlanta, Georgia 30319 has filed a petition for annexation/rezone with the City of Winder for +/- 1.016 acres also known as Tract 4 located on Exchange Boulevard +/- 4070.0 feet east of the Loganville Highway/ Exchange Boulevard intersection. The request is for annexing/rezoning from the current Barrow County C-3 (Commercial) Zone to the City of Winder B-2 (General Commercial) Zone
  • An annexation / rezone request submitted by applicant and owner, The Gateway at University Parkway Commercial Owners Association, Inc., P.O. Box 225, Winder, Georgia 30680 has filed a petition for annexation/rezone with the City of Winder for +/- 0.287 acres located on Exchange Boulevard +/- 4247 feet east of the Loganville Highway/ Exchange Boulevard intersection and extends +/- 50 feet east on Exchange Boulevard. The request is for annexing/rezoning from the current Barrow County C-3 (Commercial) Zone to the City of Winder B-2 (General Commercial) Zone.
  • An annexation / rezone request submitted by applicant and owner, Combs & Bartlett 3, LLC, P.O. Box 1309, Winder, Georgia 30680 has filed a petition for annexation/rezone with the City of Winder for +/- 4.38 acres located on Exchange Boulevard also known as Tracts 3, 5 and 6. Tract 3 begins +/- 3901 feet east of the Loganville Highway/ Exchange Boulevard intersection and extends +/- 169 feet east on Exchange Boulevard. Tracts 5 and 6 begin +/- 4297 feet east of the Loganville Highway / Exchange Boulevard intersection and extends +/- 583.9 feet east on Exchange Boulevard. The request is for annexing/rezoning all 3 tracts from the current Barrow County C-3 (Commercial) Zone to the City of Winder B-2 (General Commercial) Zone 

The city council previously vote to annex and rezone five properties along Exchange Boulevard in early December, including the property where Athens Regional First Care, an urgent health care facility, is located. Those annexations became effective Jan. 1, 2013.
