Waits was handcuffed and placed in the deputy's patrol car.

"While en route to the detention center, Mr. Waits was moving around, sitting up a lot, and he appeared to be doing something with his hands," the deputy wrote in an incident report. "When I asked him what he was doing, he stated the handcuffs were bothering him so he was trying to adjust himself."

After turning Waits over to detention center staff, the deputy checked his backseat and found a black watch that appeared to be new stuffed into the cushion. The deputy returned to Target, where store security confirmed Waits was observed on surveillance opening several watch boxes and placing one on his wrist before leaving the jewelry department.

The watch was valued at $12.99 and the HDMI cable was valued at $29.99.
