Second Victim in Fatal Barrow County Crash Dies

A Monroe man critically injured in a fatal car accident on Ga. Highway 11 in Barrow County last week has died.

A spokesperson for the Georgia State Patrol confirmed that Robert Stefan Heard, 20, critically injured in a wreck last week, has died.

Heard and two passengers were driving on Ga. Highway 11 in Barrow County on Aug. 9 . Heard was reportedly making a U-turn when the car was hit by a Chevrolet C15 traveling northbound. One of the passengers, Tamara Tinch, 20, died instantly and Heard and the other passenger, Rebecca Justina Simon, 19, were transported to Athens Regional Hospital. Heard's condition at the time was described as critical. He died Aug. 14, according to GSP.

The driver of the Chevrolet, Wesley Thomas Moore, 19, was taken to Clearview Regional Medical Center where he was treated and released. All four were from Monroe.

I grew up in a Winder where doors were not locked and the town was full of folks shopping! SometimesRead More a moonshiner would get caught or the parking meter would run out of time and one would get a parking ticket by one of the three cops in town! Now I keep a weapon handy because of voices and footsteps on the pavement at night! Where are these people coming from and going to after one o'clock in the morning? Why does it take so long for a policeman to show up after a call is made,if they show up at all? I've watched nice homes on my street turn into dumps. They are rented by owners who are only interested in the money and not the quality of people who are renting. Yeah, I keep a weapon and it's loaded for a thief or prowler! When seconds count a cop is only several minutes away,if at all!
