Governor Ellis Arnall spoke at a joint meeting of the farmers and bankers in the Oconee River Soil Conservation District on Aug. 3, 1945, held in the Winder High School auditorium. During the meeting, the Georgia Banker’s Association presented certificates to 64 farmers to begin soil conservation programs on their farms.
