Barrow Day Care Centers Rated 'Non-compliant' by State Standards
The Atlanta Journal-Constitution has created a list of scores for Georgia day care centers. For 2011, at least four day care centers in Barrow were rated non-compliant.

591-1-1-.07 Children's Health — Not Met
Finding — 591-1-1-.07 (2) requires immediate parental notification of a child's illness or injury when medical attention is required or when a child experiences symptoms of moderate discomfort such as elevated temperature, vomiting or diarrhea. Immediate parental notification was not provided in the case of a four-year-old child who sustained an injured ankle requiring professional medical care on November 14, 2011.
591-1-1-.14 First Aid Kit — Partially Met
Finding — 591-1-1-.14(2) requires each building of the center and any vehicle used for transporting children to have a first aid kit which contains the following items: 1) scissors; 2) tweezers; 3) gauze pads; 4) adhesive tape; 5) thermometer; 6) band-aids of assorted sizes; 7) anti-bacterial ointment; 8) insect-sting preparation; 9) an antiseptic cleansing solution; 10) triangular bandages; 11) rubber gloves; 12) protective eye wear; 13) a protective face mask; 14) cold pack; and 15) instruction manual to be with the kit. The following was not included: Vehicle # 0220: instruction manual to be with the kit Vehicle # 0217: instruction manual to be with the kit. Vehicle # 501:scissors; tweezers; thermometer; anti-bacterial ointment; insect-sting preparation;an antiseptic cleansing solution; 10) triangular bandages; protective eye wear; a protective face mask;cold pack; and an instruction manual to be with the kit.
591-1-1-.25 Physical Plant-Safe Environment — Partially Met
Finding — 591-1-1-.25 (3) requires that the center and surrounding premises be clean, free of debris and in good repair. The following areas/items were found to be non compliant: In all the girls and boys rest rooms in the center, there was rust and dirt around the protruding bolts that attach the toilets to the floor.
591-1-1-.26 Playgrounds — Partially Met
Finding — 591-1-1-.26 (6) requires that outdoor equipment be free of hazards such as lead-based paint, sharp corners, rust and splinters. A potential hazard existed in that there were two unstable storage cabinets near the front of the building that were not secured on the Right Playground.

591-1-1-.26 Playgrounds — Partially Met
Finding — 591-1-1-.26 (7) requires that a resilient surface be provided and maintained beneath the fall zone of climbing and swinging equipment. There was inadequate resilient surface beneath the three swings because there were three inches of surface where six inches were required and the surface had large pieces of mulch with pointed edges.
591-1-1-.32 Supervision — Not Met
Finding — 591-1-1-.32 (6) requires that children be supervised at all times. Children were not supervised in that when the consultant arrived, the teacher in the infant room left five children unattended while she answered the locked lobby door.
591-1-1-.12 Equipment and Toys — Partially Met
Finding — 591-1-1-.12(2)(a-d) requires that equipment and furniture be: (a) Free from hazardous conditions such as, but not limited to, sharp rough edges or toxic paint; (b) Kept clean; (c) Placed so as to permit the children’s freedom of movement and to minimize danger of accident and collision; (d) Secured if equipment and furniture is of a weight or mass that could cause injury from tipping, falling, or being pulled or pushed over. Potentially unstable equipment and furniture that might injure a child if not secured include, but are not limited to, televisions, chests of drawers, bookcases, shelving, cabinets and fish
tanks. Examples of items not required to be secured include, but are not limited to, child-sized tables and chairs, rocking chairs, and cribs. The following items were not secured as required:
- 1R: Infant Room — The small refrigerator was unstable and was placed on top of a plastic table which was also unstable.
- 2R: Two Year Room — A three tier shelving unit was not secured. The diapering table was wobbly and unstable.
591-1-1-.30 and 591-1-1-.45 Sleeping and Resting Equipment — Not Met
Finding — 290-2-3-0.45 requires that in order to reduce the risk of Sudden Infant Death Syndrome (SIDS), staff shall put an infant to sleep on the infant’s back unless the home has been provided a physician’s written statement authorizing another sleep position for that particular infant. The infant shall be placed for sleeping on a firm, tight-fitting mattress in a sturdy and safe crib. If the crib has side bars, the bars will be no more than two and three eighths inches (2 3/8") apart. Any crib used for sleeping shall have a tight-fitting bottom crib sheet with no pillows, quilts, comforters, bumper pads, sheepskins, stuffed toys, or other soft items in the crib. If a blanket is required for the comfort of the infant, the infant’s feet shall be placed at the foot of the crib and the infant shall be covered with the blanket only to chest level with the blanket tucked firmly under the crib mattress. The infant’s sleeping area shall be maintained within a temperature range of sixty-five (65) to eighty-five (85) degrees depending upon the season. When an infant can easily turn over onto his or her stomach, staff shall continue to put the infant to sleep initially on the infant’s back but allow the infant to roll over onto his or her stomach as the infant prefers. Positioning devices that restrict an infant’s movement in the crib shall not be used unless a physician’s written statement authorizing its use is provided for that particular infant. An infant was observed sleeping in a crib with a mattress that was not firm and the child was covered with a thick blanket that was not tucked firmly under the crib mattress. The consultant also observed that four of four of the crib mattresses were not firm.
Finding — 591-1-1-.30 (4)(a) requires that cots and mats be soundly constructed, of sufficient size to accommodate the child's size and weight and covered with a clean sheet or similar covering. Mats must be washable, covered with waterproof material, and at least two inches thick. The mats used by the two year old children in Room 2R did not meet requirements in that the mats were not two inches thick, they were not long enough to accommodate the children, and they were not soundly constructed in that there were holes at the seams.
591-1-1-.10 Diapering Areas and Practices — Partially met
Finding — 591-1-1.10 (3)(a) requires that the diaper changing surface be smooth, non-porous, and cleaned between use with a disinfectant and dried with a single-use towel.The diaper changing surface was not smooth and non-porus as required in that there were three small holes in the plastic surface.
Medications — Not met
Finding — 591-1-1-.20 (3) requires the center to maintain a record of medication dispensed that includes the date, time and amount of medication, any noticeable adverse reaction, and the signature or initials of the person administering the medication. Staff were not in the practice of completing the record in its entirety in that of the two medication records were available to
be observed, one medication record did not have documentation that albuterol was administered on three of the five dates that were authorized by the parent, and on another child's medication record, there was no documentation to show that Ciprodex was administered on one of two dates that were authorized by the parent.
